Are these Defiler features buggy right now?

First anomaly: I seem to be able to use talents that consume vim regardless of how little vim I have. If I start with zero vim, then the talents cost nothing. (But I can't activate a sustained talent that occupies some vim if I don't have the amount of vim it occupies.) Is this intended? It seems like it's a bug, but I'm not sure. I'm seeing it now with a demonologist and I've seen it on other characters when using curse spells taught by lost defilers.
Second anomaly: The Fearscape spell's description says it sucks up more and more vim as it's sustained, so that you're surely forced to turn it off eventually. This is how things used to be, too. But now the spell only seems to consume 5 vim per turn, with no change. If I can generate 5 vim per turn then I can stay in the Fearscape forever, it seems. Is this intended? Obviously either the description or the spell is wrong, but which?
