Would You Prefer Capped Enemy Talent Levels w higher Damage?

Apparently, there's a parameter inc_damage that would allow different damage boosts to be applied at different difficulties. This is a follow up to a previous poll where I suggested boosting enemy power instead of talent levels.
So: would you prefer a system where enemies were limited to substantially similar talent levels (perhaps slightly higher but not the current system) as players but received different damage boosts based on difficulty levels? This would, I imagine, be easier to balance correctly than chasing down each and every last skill at scaling up to talent level 50 and seeing how it would combine with every other talent at that level. It would also help to deal with the problems with enemy respen, speed, and flat DR (although I am sympathetic to visage's and whitelion's efforts to fundamentally alter how respen works).
