Summoner, give order, define tactical talent usage

Is there a maximum value to the weights? If so, what is it?
I am getting funny results when I use large numbers for something I always want to take place first.
(For someone not familiar with this option you need "Summoned Control". It is accessed by right clicking on the summoned creature. It is a great option and makes your offense much more potent.)
