I will say it being in a beta period means it isn't TOO far off, but that's the most you'll get.

If I create a character during the beta, is there any way I can make the character official after 1.3 is released? (Make it available online and for vault transfers)

Unless you use the cheat mode, I don't believe your char ends up tainted.

1.3 provides downloading & launching 1.2.5 files for old saves.

I was always getting a message that online-mode is disabled in 1.3 due to a hash mismatch or something like that. Are those characters getting registered behind the scenes to show in the character vault after release? I just assumed nothing you do in 1.3 beta "counts" in the long term.

I assumed the same, as I can't put anything from 1.3 into the vault; the game says the item is from an unvalidated game. It'd certainly be nifty if 1.3 proper didn't invalidate beta characters

The beta characters are already invalidated.
Getting 1.3 to validate them would be weird.

In my experience the release candidate(s) will validate.
