Does this mean that if I gain 10% of a turn, I get another hit before the enemy hits?

Nothing is put onto the display to indicate if this effect has been activated, nor is there anything in the log, so it is very hard to know what it does.

I have Frenzied Focus on, so I want to know if I can get this to land multiple times in one game turn, to get say 5 hits over 3 turns.

It directly modifies your energy levels. Think of it like gaining 10% global speed but only for that turn.

I believe there's a three per turn proc limit on those weapons and I'm pretty sure it's global (so dual-wielding them wouldn't push it higher).

Not sure why they don't have a log message. There's one in the code (was looking the other day when I coded a similar effect) but it's commented out.
