Attack speed penalty for heavy gloves?

I don't know if this is a display bug or what, but on the character info sheet my attack speed drops from 100% to 83% anytime I have gloves that aren't light armor gloves equipped.
Does wearing heavy+ gloves really drop attack speed? If so, I'd need some pretty OP heavy gloves to offset a 17% drop to attack speed. Doesn't make sense to me.
