Questsitons about Aether Permeation and Revisionist Hsitory

Aehter Permeation:
1) "In effect all your resistances are equal to 66% of your arcane resistance."
Does this mean that the prodigy will actually lower any resistances that would've been higher than 66% of my arcane resistance? For example if I have 60% fire resistance and 60% arcane resistance and then take the Aether Permeation prodigy, will it reduce my fire resistance to 40%?
2) Does it check my arcane resistance before or after adjusting for resistance cap? For example if I get 90% arcane resistance from my Disruption Shield and my cap for arcane resistance is 70%, will Aether Permeation give me 60% resist all (66% of 90) or 47% resist all (66% of 70)?
3) Can you even get this if you aren't an Archmage? In order to avoid spoilers a simple yes or no will suffice.
Revisionist History:
1) If I understand the description correctly, this allows me to essentially save the game and then in the next 10 turns I can use it again to load the save I just made. Is this correct?
2) The thing in "D" counts as time travel, right? (Being vague to avoid spoilers.)
