How to install and play?

I am new to this game, i liked how it looked so i wanted to play the game, but turns out there is alot of stuff i have to do to get it to work, so would anyone be able to step by step help me install this wonderful looking game?
I use 64 bit windows 7
if i need to provide more info please let me know!

What you mean there seems to be many things to do ?
Simply garb latest beta from
http://te4.org/download for windows, unzip it somewhere and play

In the downlods thing it tells me i need to have 6 or 7 things, if thats all i need then sweet!
It tells me i need all this:
Requirements

T-Engine4 is available for the following systems:
Windows (XP and onwards)
Mac OSX
Linux
Various Unix derivates
Running requirements
T-Engine4 requires a graphical interface that supports OpenGL (just about any graphic cards). A network connection to the Internet can be optionaly used to directly download game modules or to save/load savefiles on a dataserver if you wish.
Libraries
To compile T-Engine4 from sources you will need the following libraries:
OpenGL
SDL
SDL_image
SDL_ttf
SDL_mixer
You also need the following tools:
a C compiler (like GNU GCC or mingw for windows)
premake4
i dont have a C complier or Premake4, do i still need them? and what does it mean i need those libraries?

There are precompiled binary releases. You don't have to compile it yourself, if you don't want to.

You only need those if you're going to compile from the source, which you only really need to do in linux, far as I know. For most windows machines, you really just need to download the version you want, unzip the thing, and run the program. As you're on windows 7, you shouldn't need to worry about it.
