Evasion is a % chance to dodge a melee or ranged attack, over and above the accuracy vs. defense check.
Off Balance is a global speed penalty. It is applied when a higher-tier power check against your physical save; for example, a berserker with 24 Physical Power using Stunning Blow against a target with 16 physical save.
