Question: How to get Addons to show up on games addon page

AFAIK, to install addons I need to create an addons folder in the games installation directory, which is where I've placed the addons I want to use. When I click on Addons from the games Main Menu, the only addon that shows up is 'Tome 3.9.40' (the latest version SFAIK), the addons I've placed in the Addons folder never show up. Also, nothing shows up when I click on "show incompatible".
So, I don't know what in the heck is going on. All I know is that the addons aren't showing up on the Addons page when I run the game.
Just for info, the only addons I've tried are only those that say they require 3.9.40 to work, which is the game version I have installed.
So, if the games installation directory isn't where the Addons folder is to be created, what in heck is the right place??
Whatever the case, I could certainly use some help figuring out why addons aren't showing when I run the game.
