Is it weird that I have never, ever had a single one of my characters find even a single wand of healing? Are they really supposed to be that rare, or am I just super unlucky?

I've had one end-game character that had three or four wands -- enough I could spend twelve characters keeping a particular quest character alive, and still have a few charges left over.

I've had three (or was it two... eh.) other end-game characters that never saw even a single one.

Healing wands are easily the rarest of all wands, if you discount gwai's (and possibily annulment)... then again, most of my characters eventually see Gwai's, while quite a few of them never see healing. They're also the wand that shows up the latest... you shouldn't reasonably expect to find them until a fair bit into the game.

It's somewhat odd, actually. Doing a little code diving shows that healing wands should only be about twice as rare as teleportation wands... healing wands just start showing up a bit later.
