Rod of Recall

Should the Rod of Recall be able to be found as a random artifact or only in a certain guaranteed place. I ask because I have a character that just found this item quite early in the game and it is pretty nice. And of course, the character that found it was an archmage! The one that needs it the least....

If you're playing with the most updated version, that *is* the guaranteed place.

More specifically, while still avoiding spoilers, in beta 16 the rod of recall was moved from one boss to a different boss. A much earlier one.
