Protectors of water, rivers and wells. Purveyors of Drought & Flood. They can assume an human appearance. In snake form they are Cobras (so they are hooded) - Indian word is NAAG.
They can be good as well as bad.
* Standard Naga
* Water Naga
* Shield Nagas
* Tree Nagas (pass through trees??)
* Burrowing Naga (Pass through stone??)
* King Naga (Magical??)
* Spitting Naga (so can fire from a distance...)
* False Naga, (completely harmless copy-cat variety).

Hum, I imagined more nagas as an humanoid torso on a snake tail.
I kinda like the morphing idea though, maybe as a class.. hum
I had (some names shamelessly stolen from other sources ;> )
* Naga Myrmidon (devoted warrior)
* Naga Vemon Spitter (ranged attacker)
* Naga Tide Hunter (archer, boosted with cold magic)
* Naga Psyren ("mindcrafter" naga)
* Naga Shield-Maiden (more defensive warrior, some "divine" spells)
I thought about naga because of taxo! He suggested the caverns of osse, with maglor that somehow survived underwater.
So I though, maybe he was turned into a naga to survive and protect the silmaril, but he had followers.

Most hindu statuary of Nagas show a humanoid torso on snake tail, but the literature says differently. I would suspect that the statuary is an attempt to show the Naga's dual nature. By now of course everyone expects a Naga to be as you described and why not...
Most of what you have fits nicely, and so I would expect Maglor to be some sort of King Naga type...
Remember also that all Cobra are venomous, so would have a powerful poison attack.

Hum I did give him a poison attack yes, and I think he is quite nasty, not on the Master level of annoyance maybe but still, who can beat the Master for sheer annoyment ? Well ok the two Istari at once will certainly prove to be even nastier ;>

Naga Shaman (healer/ summons elementals / frost attack)
Naga serpent master (spawns with a large group of levelled snakes, or a single aquatic wyrm)

Thematically naga warriors could drop tridents as a new subclass of hafted weapons, they should also make copious (and very annoying) use of nets to trap air breathing PC's in deep water, making engaging them on their home turf without proper preparation very dangerous indeed.

My initial idea was that the entire dungeon is underwater (if it was easy to get, someone would have gotten it before now

).
Naga Water Dancer: Low HP but when on screen can produce jets of water that push your character in a useful way (e.g. away from distance attackers, toward melee types)
