It adds +5 to all stats, sustains everything, gives all four basic immunities, telepathy, invisibility, and a bunch of resistances. On the bad side it drains experience, hit points, and mana, none of which is likely to make much difference to a character that is ready for the end game.
I don't remember it having summoning powers.
When you wear it the goal of the game changes: you just have to find and kill Sauron and then Morgoth. I wouldn't wear it until you are ready to do that- you have made it to the appropriate level of Angband and have whatever final kit you need put together. Remember that you aren't going to be able to buy anything in towns any more (although dungeon markets are not affected, I think), use the thunderlords to move around, or get anything out of any of your houses.
