The One
I've looked through the ladder on angband for tome and I see people that have worn the one ring, but I've only had hints about what all happens. I can see that it obviously has a mana boost and other benefits, but what happens if I happen to wear it? Do I still have to complete Mt. Doom? Do I get a bonus vs ringwraiths? I saw that towns are destroyed?

towns are destroyed, you have to destroy sauron (but not necessarily mount doom). you get to reload the map, you get to summon greater undead (I think). you dont get a bonus vs the nazgul. your life is lowered each time you "die" but you still live (I think) at least reading others people's posts on this gave this impression. you do eventually die though.

Thanks! Each time I die my life is lowered? Do you mean that if I wear it, then I get to die a couple times and still not have a perma-death?

It adds +5 to all stats, sustains everything, gives all four basic immunities, telepathy, invisibility, and a bunch of resistances. On the bad side it drains experience, hit points, and mana, none of which is likely to make much difference to a character that is ready for the end game.
I don't remember it having summoning powers.
When you wear it the goal of the game changes: you just have to find and kill Sauron and then Morgoth. I wouldn't wear it until you are ready to do that- you have made it to the appropriate level of Angband and have whatever final kit you need put together. Remember that you aren't going to be able to buy anything in towns any more (although dungeon markets are not affected, I think), use the thunderlords to move around, or get anything out of any of your houses.

Drain life's supposed to be alleviated somewhat by regen, right? How would you get around drain mana if you were spellcaster? Carry around a lot of anything that restores mana?

If you have > 1000 mana and a stack of restore mana potions, it isn't a problem. Any winning spellcaster is going to have both. Regeneration increases both HP and MP recovery rates. It's really a very useful ability no matter what class you are.

Now I'm looking for the ring, where could it possibly be found? I've already got Glaurang, Shelob, Feawath (the undead guy), the golden guy at the bottom of that watery grave (almost), and also Sauron once or twice, do I just have to keep killing Sauron until he drops it?

You do have the One Ring quest, right? You talked to Galadriel after offing the Necromancer?
Keep killing Sauron. The chance he drops the ring is about 1/3, IIRC.
You can also occasionally find it in a vault in Angband at dlvl > 100.

Yes I do.
Will do, he's quite annoying though. Somehow Ancalagon always seems to be nearby so I run, might be a while til I get Sauron by himself.

YES! Just got it off Sauron the second kill. And of course, I put on the ring. Now I'm wearing the one ring and one of the rings off a ringwraith I killed. A mindcrafter with curse, decent melee, and 800 mana and 850 hitpoints, I'm feeling good and I'm about to dive to finish off the game for my real first winner.
EDIT: Finished off Sauron the third time pretty easily. Morgoth was pretty easy, I only had to heal once. This was my first character that ever used curse, and I can kind of see why some consider it too high-powered. Until level 40 I was doing only 300damage a round at most, and I still had no trouble with anyone.
