Post subject:  [v1.3.0+] Alchemist Notifications

I'm always forgetting I've got the Brotherhood of Alchemists quest going, so when I check back in I find I've got several of them full. In the spirit of my Store Wish List addon, then, I whipped up a new Alchemist Notifications addon to help with that. When you collect the last ingredient you needed for one of your assigned elixirs, this will pop up a notification listing all the elixirs you can currently collect.

Pushing out v1a with a small bugfix that should have been obvious: these notifications are pretty much useless after the quest has ended. :oops: We Apologize for the Inconvenience.™

On further playtesting, it turns out (as I found with Restart Sustains) that a one-off notification really isn't enough; we need a persistent reminder. And so, as I've done in other addons, v1b adds a new "marker" effect Brotherhood of Alchemists, which will (if I've done this right) be present any time you have all the ingredients for an elixir you've been assigned.
