I'm not sure on whether it is bug or feature :)
Currently it is not allowed to enter Zigur with the rune applied, as it is considered magic using. However it is possible to enter Zigur with the rune in inventory, and to apply the rune in this town. Nothing will happen. It is possible even to speak with Myssil and with trainer. To my mind this does not correspond game philosophy.
