Good day everyone.
I was playing nightmare roguelike and light of revelation created lvl 40 searing horror while I was mere lvl 9. I run from this abomination only to encounter lvl 35 radiant horror in the next location :)
Question: is that intended or is this a bug?

We need to know your location. But its probably not really intended or specifically a bug.
The game is allowed to generate some enemies at really high levels. There is some code that tries to say 'restrict to this level range'. But then some other code says 'this enemy can't have a level lower than X'.

Searing horror lvl 40, 4k hp was generated at Norgos 2.
Radiant horror lvl 35 was generated at the Heart of the Gloom 1.

Looking at the code, the lowest level radiant horrors and the searing horror can generate at is 35 and 40, respectively.
So the "do not generate at lower level" part works correctly.
The same problem can be had with naga myrmidons in vaults, if I remember correctly.

So, not a bug. It's just that Light of Revelation is completely useless 'cause it can screw your run in any moment. You could only equip it in horror-heavy locations like Nur 3 or vaults.
