Out of Phase

I've attached a screenshot of a phase door rune's out of phase buff in two scenarios.
It's the same character, gear, rune. But the top one was cast in the Sher'tul fortress, the behavior of the second one appears when cast anywhere else.
There doesn't seem to be any reason I can find for the inconsistency.

Is it a rune of the wizard/etc? Maybe your stats changed between the two castings.

It is, but I casted it, let it wear off, and immediately moved to a new zone and recasted. There is no change in the character.

Even more interestingly, casting in the fortress gets the top result, and then traveling out of the for while the buff is still active changes it to the second the first turn you take a step.

Pretty weird.

Is it possible that the anti teleport effect in the fortress is implemented like, you teleport, then the map teleports you back from where you started, in essence causing the buff to proc twice?

Naw. The giant numbers resulting from the fortress version are the actual correct numbers, resulting from phase door rune + a buttload of 'teleport bonus' kinds of items.

At this point I just think that it's meant to be capped but isn't in the fort for whatever reason. I have enough equipment on that character to get those numbers over 100%.

Probably my last post here, but I found another relevant and interesting bit of info: The limitation kicks in only if enemies are nearby. During my necro run I realized that in a clear corner of the map, I was freely able to use massively jacked-up out of phase so long as it didn't teleport me near any living enemies.
