[1.2.3]Heavy gloves reducing attackspeed for non Brawlers

When wearing heavy armour gloves my attackspeed is reduced, although I am wearing a weapon. I know brawlers attack slower with heavy armour gloves but I don't get why my global attackspeed is reduced when using a weapon. The gloves themselves indicates nothing like this either (for non-brawlers).
