Not sure if this is intentional, but a Ghoul using step up after they kill an enemy only lasts 0-5 turns. Even with 80% global speed, that should still be 8 steps. Regardless it still sometimes triggers but ends the same turn.
This makes step in unreliable if useless for ghouls.

Make sure you don't have some ability that is breaking the movement bonus - not sure what it could be on a bulwark, but something may be autotriggering somewhere and counting as a non-movement action.

This happens for everyone. Status effects tick down on internal game turns, actions which take more or less time than normal can misalign you with the internal game turns, and if it takes two steps' worth of acting to move over an internal game turn boundary, you only get two steps of Step Up.
