b30 Adventurer party lvl 14

I met one of theese parties and when I checked, it clearly said lvl 14 when I hoovered the mouse over it.
Well, this guy is far from lvl 14.
As a matter of fact he and his companion are deadly for a rogue.
What does lvl 14 stand for?

As I understand lvl 14 is your lvl then adventurers parties generation is triggered. Because scalable monster generated with about the same lvl as player, so parties generated with lvl 14 and this number is stuck probably. But members of parties generated with appropriate level.
