Amulet - The Far Hand?

Just wondering if this is working right. It's powered by 'unknown forces,' supposed to activate talent teleport. It equips OK, on my oozemancer, but I get a 'spell fizzles' message.

Despite it's power, the talent it gives is still a spell. It's still useful for the teleport immunity.
