Feature request: improve skill bar design

There's multiple things that should be improved, but essentially, TOME's skill bar is clunky.

Recommendations:

1) Allow user to specify "number of rows in skill bar" in the UI options somewhere, and the game expands it accordingly. I for one had no idea you could even have multiple rows by resizing the bar, until I already put in 50 hours in this game!

2) When bar has multiple rows, keep the numbering in the format:
123
456
Currently, when you have 2 rows, the numberings end up being:
135
246

It's really offputting and hard to adapt to. I've never seen non-sequential skill hotkeys in any other game.

3) A alternate bar design seen in modern games (~2010) is allowing the user to switch the visible row(s), which always uses hotkeys 1-9, but use SHIFT and/or other modifiers to temporarily show other rows. So let's say the user had 1 rows with 10 skills. They can add a secondary row that will only be shown if they press SHIFT. So pressing 1 would activate skill #1, pressing SHIFT would temporarily replace the default row with the Shift row, and SHIFT+1 would activate skill #11 (1st one in the alternate row). ALT+1 could be used for a 3rd row, and so on and so forth.
