Psyshot's improved gestalt

When i tried using both a damage shield and the shield activated by the passive, the passive shield cancels the existing shield. Is it supposed to be like that? I thought only shields that are stronger replaces the weaker one. How come it's replaces regardless of shield power? Moreover, the shields are not even of the same type. One is psionic, one is magical. Doubt that's relevant though.
