As the title says, heavy weapon expertise with boltgun active consumes two heavy ammo. The reason is that heavy weapon expertise calls
fire_boltgun, which reduces heavy weapon ammo by 1, and then heavy weapon expertise also decreases heavy weapon ammo by 1.
