Planar Beacon is of questionable usefulness to classes that don't have Flame of Urh'Rok because the flames from its activated talent will damage non-demons. Plus the item has no other stats.
To make to more useful for non-defiler classes, the item could have the "wearer is treated as a demon" mod. There's already an axe with this mod, Khulmanar's Wrath.

I originally used to think the same as you but as I play the game more, I've come to appreciate the balance spot that the Planar Beacon sits in. It's a T1 artifact, so it's very common - you'll often find it in Trollmire or another T1 dungeon, very early. It gives you a teleport on your light slot - already uncommon value - that even does damage to enemies, at the cost of potentially doing some/a lot of damage to yourself.
If Planar Beacon treated the user as a demon it would probably have to be moved up to about a T3 artifact. While that wouldn't necessarily be a problem in itself, I think the early to mid game suffers from a lack of interesting uniques and PB helps mitigate that somewhat.
As it stands now PB works great as an opener when followed by another movement skill, like Rush, that you would have been using as your opener anyway. It just doesn't work on every character, as someone without movement or short range teleport skills handy would find it very difficult to use effectively, but that's not really a problem with the item, that's intended design.
