No Dual Steamguns outside of Gunslinger?

No Dual Steamguns outside of Gunslinger?

I notice that none of my other characters can use dual steamguns, and if you take all the points out of all Gunslinger-exclusive abilities they can't do it anymore, either. Has it always been this way, and is/should it be documented somewhere?
