[1.6 BETA2] Enemies able to reroll Wheel of Fate

Not much to add, no log. Just an enemy had Wheel of Fate equipped and on death dropped a pre-rolled version of it that "required" considerably higher level than what I was (I was 22, the ring couldn't be rolled/unequipped until 33)
