I believe there are options to improve video card related lag by reducing framerate/ animation frames and reducing/ disabling particle effects. I'm unsure if there is a way to reduce processing lag. I've gotten Tome4 to run on a ~100$ laptop before with minimal lag (mostly it took forever to save). I'll look into the options settings more later.

Update: Just got back so first thing go to Options -> Video Options:
[*]Make 'Requested FPS' be 5
[*]Disable 'Anti-Aliased texts'
[*]Make 'Particle Effects Density' = 33%, lower it more if needed
[*]Under the 4 OpenGL Shaders -> Keep the first option and Disable 'Advanced' 'Distortions and 'Volumetric' options
[*]Tilesets can be disabled if the above options are not enough
[*]Reduce Resolution if above is not enough

In Options -> Game Options:
[*]Disable 'Smooth Fog of War'
[*]Disable 'Mouse Gesture Trails'
[*]Disable anything that says "popup". You do not want popups on a slow computer, they lag alot
-> On top click -> Gameplay:
[*]Disable 'Weather Effects'
[*]Disable 'Day/ Night Cycle'
-> On top click -> Misc:
[*]Disable 'Save in the Background', this makes it take less time to save overall for slow computers

-> If the above is still not enough -> click Online tab at top and 'Disable all Connectivity' = Yes
([WARNING] Do not disable this unless its the only thing that gets TE4 to run as it disables DLC!)

These are all the settings I know that improve playspeed on slow computers. There may be one or two more. Theres also probably mods that help.
