Battle Call works in Fortress
Battle Call seems to work in the fortress, yet teleport, rune teleport, phase door and rune phase door, which are also move/move enemy talents don't. If movement talents are going to be blocked in the fortress, it should affect all talents move/move enemy talents.

teleport moves someone regardless of terrain.
"move" talents, require a direct line.
The "no teleport" zones aren't just flavor, they are there to prevent you from penetrating vaults and other important locations.
simple "move" talent, do not have that ability.
Teleport talents can move you behind walls, if they are not protected from teleport, meaning you could bypass certain obstacles completely.
