Mouse hover with Virulent Disease

When using Virulent Disease, the first time I hover over the enemy after I use it (keeping the mouse over the icon the whole time), the effects do not show up (Spellshocked in addition to the disease). After moving the mouse away and hovering again, they show up as expected.
