[1.4.0+] Steam overlay causes hard lock

Pushing Shift+Tab to open the Steam overlay causes a hard lock with 100% occurrence so far. This occurs regardless of addons and even happens on the main menu. This did not occur until 1.4.0 was released, but every version since has had this issue.
