Frozen bug

So I was fighting Wrathroot, and I noticed something very odd that seems almost certainly to be a bug. I used Impending Doom on him and then got frozen. After I was frozen, the damage started being applied to my ice block instead of to Wrathroot! This seems seriously wrong. I can understand that once you're frozen you shouldn't be able to hurt anything with new effects, but pre-existing effects on enemies shouldn't be affected.

There's no way for the damage projection to tell whether the spell is cast this turn or not. Unless timed effects are made actors that inherit damage modifiers and can hit things on their own, this cannot be arranged for.

Why not just effectively set the target to be the ice block if it's cast while frozen?

Because ice block is not a game entity, either. It'd have to occupy the same space as you, and that's pretty much impossible.
Besides, there are talents that require no target.
