Allow Survival to be purchased at Shatur

I'd suggest 100 for the unlock, and 250 for a 0.2 improvement.

Shatur currently has nothing going on and the elves in a forest community being able to teach you basic survival skills seems reasonable, and this tree is one that everyone has and almost no one ever unlocks-and many people have expressed a wish to just put a few points in it.

I'd also be in favor of allowing someone somewhere to teach you one level of Track, or maybe moving Track into the Survival tree.

This tree looks like something that could be unlocked by a side-quest, or maybe by completing one of the Shatur local tier-1 quests.
