Either the tooltip for the ability is wrong or the ability does what it shouldn't. Level 1 says 'you may have up to 1 Mucus Oozes active at any time (based on your Cunning)', and with 20 cunning you can have 2.

EDIT: To clarify, 2 oozes actually show up when you use mucus with talent level 1.
