Does the Bearscape go away?

I'm pretty sure that I got the 'Bearscape appeared' message, and even saw the portal, but now I cannot find it anywhere.

Does it go away by itself?

It's tracked on a 'per character' basis. If you're current character got the message, and has not been completely killed off and restarted, then the bearscape still exists, somewhere, on the world map, in the west. Same thing for poosh, santascape, and all the other server push events. As long as the character that got them is still intact, the event remains for THAT CHARACTER. It does not carry between characters.
