Afflicted paranoia fear doesn't transfer heighten fear

I looked at the code and the problem is that heighten fear effect is applied by "Instill Fear", while paranoia only applies the paranoia effect.

Looking at the code, it doesn't appear that the Heightened fear effect is meant to to spread indirectly from the Paranoia effect (The talent description implies that it does though.). Should this be changed?

The only person that would know the original intent is Benli, and he's busy enough so that there's a poor chance he'll see this.

However, he's talked about feeling Fears was underpowered and needed an entire overhaul.

I'd suggest fixing anything vague in the favor of what makes the tree more powerful, as such, barring totally overpowered tweaks(which this does not sound like).

Benli, if you drop by, doomed is my favourite class. The first and second tier fears are alright (the lower tier ones) but the the 3rd tier ones suck even at massive mindpower, and the I've never been able to use the 4th talent productively. Also please raise the maximum percentage limits so that it is useful to drop a second cat point in Fears. With high enough mindpower, you don't even need to put the 5th class point in each fear to reach maximum capped effect.
