[1.0.0] Inner Powers "increases stats by" is incorrect

My character currently have 32 spellpower at level 16 and inner power at level 3.6.

The text says that Inner Power will increase my stats by 3 but when it is activated it actually increases them by 2. At level 4.8 it still says it will increase my stats by 3 but this time it works.
