[RC4] Deflection tooltip does not update

The tooltip for Deflection will always read Deflection (0) until you save and reload the game. The effect name should update whenever the particles do.

I'm seeing this as a general problem with talents setting the getDisplayName() function. For some reason, the display name isn't updating each time its moused over. Interestingly, getTalentFullDescription seems to be updating properly, as I can place the exact same information in the info section of the talent, and I do see the values updating.

Its not obvious to me how this bug is occurring. I would think since they are part of the same text box, they should be updating at the same time.
