DarkGod did you check to see if it updates the accuracy value when you look at the character tooltip or inside the character stat screen?

Well, I was fighting the Weirdling Beast, and I used the talent that does 3 shield hits, and they all missed. So then I hovered over my character with the mouse, and saw that my accuracy was way lower than I expected (something like 19 or 20 -- first tier -- when I had 3/5 in Combat Accuracy).
You can't actually check the accuracy on the character sheet, because of the other Stone Warden bug (no data displayed for either hand on the char sheet's "attack" tab).

was acid splash on you? Acid splash greatly reduces your accuracy

It's possible I had some negative effets. I can't verify it either way right now.
Instead, I checked in a quiet state, with no negative effects. It looks like I have the correct Accuracy after all -- or at least the tooltip's reported value (35) matches what I'm calculating I should have based on Dex, Combat Accuracy, and equipment (assuming nothing from luck).
So, not a bug after all.
