Off-Balance is an annoying status. Not because it's actually harmful, but because it happens *a lot*. It's status spam, noise getting in the way of the real game content. It's like the wet floor sign that you always see that makes you ignore all wet floor signs. Worst thing is it's likely the first status any new player will ever see.
Don't believe it's not a problem? Well, here's an active thread on reddit at the moment where someone is complaining about too many statuses and not being able to keep track of what's going on. If there's too much fluff in the game then players won't know what they should be paying attention to.
The other cross-tier effects aren't so bad as they're less frequent and have slightly more serious effects that you should be paying attention too.

A related issue: having a bunch of low-power negative physical effects means your Wild infusion has a much smaller chance of removing the high-power negative effect(s) that you actually care about.

Ideas:
-Cross-tier effects should just automatically be removed by the wild infusion, instead of having it remove the crosstier effects and leave in effects that matter more.
-Give cross-tier effects a distinct color.
-If cooldown timeouts are disabled for an ability, then color the countdown numbers that are affected differently, so that this is obvious.
