Or something along those lines. An elemental weapon of torment only has "Special effect when this weapon hits: random elemental effect" instead of that and the potential torment proc.

It's the same with acidic weapon of crippling. It doesn't actually cripple, has acid splash & the critical bonus of crippling weapons.
