Rare items don't excite me much I must say. You might find the odd one with a useful stat, but that's really quite, well, rare.
What might be interesting is to add activated talents to them. In most situations it'll still be fairly useless, but the odd talent might prove to be something that can change your whole build. And it would add a bit of excitement to seeing a new rare drop.

... let it inherit one of the talents the elite had? Probably level trimmed and limited to actives (but maybe not! If it just grants you a talent ala ward, sustains and passives might be possible.).
Well, maybe that as an add-on. Would be hilariously game breaking if it was just a flat transference, enemy talent level and all. Playing insane would probably reach gutbusting levels of jocularity, though (Tlvl twenty unstoppable, gogogogo). Especially in the ID, if you could make it deep enough.

I like that idea alot. They are significantly underpowered now most of the time, and that is the one area that is sadly lacking.
It is not like they can become all that overpowering either since they are taking an equipment slot.
