[b38/OSX] Status effect window problems

First issue - the status effect box can't be moved around unless you actually have a status effect. The resizing/rearranging icon should contribute to the hitbox for interacting.

Second, the window is difficult to position. I'd like it to be attached to the left-hand side of the screen, but it seems like I'm allowed to drag it outside of the window, which doesn't seem like it would be very useful. The same is true for all UI elements, as far as I can tell.

Edit: Just wanted to say that the new UI really is great.
