b38) Possible Exploit-Celerity with Boots of Speed

The movement speed bonus from boots of speed multiples the bonus from Celerity. However, adding (or removing via respecing) a point in Celerity gives a flat 10% difference in movement speed regardless of whether you have boots on. This allows the player to

1. Put points in Celerity
2. Wear boots of speed
3. Remove points in Celerity
4. Remove boots of speed
5. Repeat

to crank movement speed up to ridiculously high levels.

(edit) Tested it out and it's possible to do this with Celerity and movement infusions too.
