NPC Arcane Blades

I've observed this in beta 33, but I think it's been a factor for a while. When a player decides to play an Arcane Blade, the character gets penalties to cooldowns to the starting spells. However, I've noticed that in at least the Derth Arena that the NPC Arcane Blade that you have to fight does not have the same penalties (it's using flame every three turns instead of six). Is this intended behavior? Admittedly I haven't checked if it still happens in beta 34 yet, but I wanted to throw this out there while I was still thinking about it.
