First, remove the big "A generic talent allows you to ..." paragraph from the talent descriptions; it's just more text to scroll through every single time. Shift it and summarise it under the talent categories where this isn't a problem, or display it via tooltips from the 'points left' at the top of the screen.
Next, I suggest using a different colour to highlight all of the scaling variables under the current talent level - this will make it quicker to spot what's changing. Any talents which do not include all of these in their description ... should.
Finally, allow the player to hover over (or tab and select via arrows) these variables to display a tooltip showing their values at each talent level. Something simple, like:
Level 1: 45
Level 2: 40
Level 3: 35
Level 4: 30
Level 5: 25
This will allow the player to better judge whether it's worth spending points on a talent, and do so without needing to scroll between two "Next X talent level:" blocks of text.
