[b21] Flare not usable via right-click?

Playing an archer, with bow equipped, when I right-click an enemy, Flare does not show up in the list of things I can do to it. It seems like the only ways to use Flare are either hotkey or using it from the talent menu.

Edit: It seems like Flare is actually broken in other ways, too. It appears that even with 3 points in it, it doesn't blind anything. It doesn't even Try to blind anything. I get no message indicating that the enemies resisted the blindness. It mentions fire damage and that's it. Has anybody else gotten Flare to blind anything at all?

Also archery talents should function more like other ranged stuff now, meaning you can traget empty spaces
