Saving the town and anti-magic

With the new anti-magic rules is it possible to exit confrontation with the tempest without using the rod of recall? If it isn't then does opening the city of mages still disable the anti-magic challenge?

If you go after Sparky via Zigur, then you don't have to recall out. You can walk out.

However, there's even better news: in current SVN, the rod of recall is no longer powered by arcane forces. So you can use it anyway.
