Exactly what the title says. For instance, In the Dirth rune shop there are two "phase door rune [range 5]" for 15 gold, but one has 9 cooldown instead of 6, and I have one with a cooldown of 5 I can sell for 1.5. I don't know if this is intended, but it appears slightly unbalanced to me.
I assume it applies to infusions too, but I only noticed it with runes. I'm playing b17.

price for non-ego runes and infusions is based entirely on rune/infusion type. Similarly, price for non-ego weapons is based entirely on material type - even though there are more and less damaging versions of those weapons.
